China, the United States, and Germany are currently among the most 15 globally competitive manufacturing countries in the world. But in the next five years, according to a survey of industry CEOs carried out by Deloitte, the MITI-V of Malaysia, India, Thailand, Indonesia, and Vietnam are set to enter the top 15 most competitive manufacturing countries. They are the “new China,” the top economies for low-cost manufacturing (i.e., labour intensive commodity type products like apparel, toys, textiles and basic consumer electronics). Manufacturing goods in China is now only 4 percent cheaper than in the United States, in large part because labour costs in China have increased by 80 percent since 2010. It is in response to this that China, backed by billions of dollars in investment from its government, has vigorously moved into higher value manufacturing.

The Goods and Services Tax (GST) Council failed to reach a consensus on critical issues, including the laws that need to be passed in the winter session in order to stick to the April 1, 2017 rollout date set by the Centre. With the pending legislations, including the draft model GST law, as well as the contentious issue of dual administrative control over assesses between the Centre and the States remaining unresolved, the GST Council would now meet on December 11 and 12. While the effect of demonetization on the economy and on the states is outside the purview of the GST Council, Mr. Jaitley said that, on the behest of the state representatives, he wrapped up the Council meeting early and allowed the states to voice their grievances on demonetization. Some of the states, the minister said, suggested an increase in the Fiscal Responsibility and Budget Management targets while others called for a relaxation of the ways and means limits. “Our target is still April 1, and our options are anyway limited,” Mr. Jaitley said. “The earliest we can bring it in is April 1 and the latest is September 16, which is five months and 15 days later.” “I am happy that all the states raised their voices on demonetization,”

Having imposed a visa ban on seven countries with Muslim majorities and supported plans to restrict the issuance of H-1B visas, the President’s administration is turning its attention to closing the United States “golden door” to legal migrants. Two leaked memoranda indicate the White House is planning to restrict immigrant applicants and existing migrants. The focus: those migrants likely to need or who already receive welfare benefits. In parallel, two senators have tabled a bill that would slash the number of legal migrants into the country by roughly half and cut the issuance of green cards. This bill does not have the endorsement of the White House. However, all these pointers indicate a strong political momentum towards some sort of restriction on legal migration into the US that could manifest itself tangibly in the coming months.

Agni v, India’s most powerful long‐range ballistic missile, has lived up to the hopes of its creators at the Defence Research and Development Organisation. In its maiden flight, the missile demonstrated that it could accurately lob a dummy warhead weighing slightly over one tone to a distance of over 5,000 km. India already has nuclear‐capable missile that can reach all of Pakistan and Agni V is clearly intended to provide a similar deterrent capability with respect to China. More test flights will be necessary before the missile is inducted into the country’s strategic arsenal. V.K. Saraswat, Scientific Adviser to the Defence Minister, has called the missile “a game‐changer” that can perform different roles, from carrying multiple warheads to providing anti‐satellite capability and even launching tiny satellite into orbit. Like its progenitor, Agni III, this missile has a two‐metre diameter (as compared to the one‐metre diameter of Agni I and II). Agni III and V are therefore the first Indian missiles that can potentially be equipped with several warheads each (known as Multiple Independently Targeted Re‐entry Vehicles or MIRV) MIRVs, however, pose their own technological challenges, especially the need to considerably shrink the size and weight of nuclear warheads. Deposite China’s earlier start, its ballistic missiles are still thought to be equipped with single warheads, not MIRVs. This suggests that developing an operational MIRV capability is not easy and will take time for both countries. Which is just as well because mutual security – as the superpowers discovered during the Cold War – does not lie in going down that path.

The education sector in India is in ferment, hit by a storm long waiting to happen. The butterfly that flapped its wings was the much-reiterated statement in a much publicised report that hardly a fourth of graduating engineers, and an even smaller percentage of other graduates, was of employable quality for IT-BPO jobs. This triggered a cyclone when similar views were echoed by other sectors which led to widespread debate. Increased industry-academia interaction, “finishing schools”, and other efforts were initiated as immediate measures to bridge skill deficits. These, however, did not work as some felt that these are but band aid solutions; instead, radical systemic reform is necessary. Yet, there will be serious challenges to overdue reforms in the education system. In India-as in many countries-education is treated as a holy cow; sadly, the administrative system that oversees it has also been deceived.
