All about PRAVASI KAUSHAL
VIKAS YOJANA (PKVY)
Pravasi Kaushal Vikas Yojana (PKVY) is to
enhance skills of youth in line with the international standards and help them
getting overseas employment. Similar to Pradhan Mantri Kaushal Vikas
Yojana (PMKVY), the new scheme will also be implemented by the
National Skill Development Corporation (NSDC) through its training partners.
It was Launched after Inauguration of 14th Pravasi Bhartiya Divas
Convention at India’s IT hub Bengaluru, Karnataka. Portuguese Prime
Minister Antonio Costa was the Chief Guest of the Event.
It will be implemented by the National Skill Development
Corporation (NSDC) through its training Partners and in Consultation
with the Union Ministry of External Affairs and the Union Skill Development
Ministry.
Key
Components of the Scheme:
- PKVY is aimed
at imparting skills to Indian youth,who is seeking employment in
overseas
- PKVY is
launched as a means of showing respect to the Indians,who is living
Overseas by ensuring their Welfare and Safety.
- The short
term program (of 2 weeks to one month) will prepare the candidates
holistically in taking up challenging assignments in different countries
with confidence and meet transnational skill requirements.
- The program
could be of great help to blue collar workers who get an opportunity to
acquire professional skills and be able to communicate in the foreign
language, besides getting skilled in particular trades.
- It also aims
at boosting the confidence of the Indian youth so that they don’t feel
like strangers when they land in a country of their choice for vocation.
- For this
purpose, NSDC will leverage various MoUs it signed between 2011 and 2015
with different agencies of Germany, Canada, Australia, Singapore, UK, US,
European Union, France, Iran and China.
About PKVY By Prime Minister:
“Prime Minister talked about the tremendous contributions that Pravasi
Bharatiyas make to the progress and development of India, to the progress and
development of their societies where they are living and working…their
‘karmbhoomi’, but India has always been their ‘marnbhoomi’.
“The government will launch skill development program, Pravasi Kaushal
Vikas Yojna for Indian youth who seek employment overseas. I would again
encourage all PIO Card holders to convert their PIO Cards to OCI Cards,” he
added.
PKVY
Training:
As part of collaboration, potential emigrant workers may avail work
related skill training under Pradhan Mantri Kaushal Vikas Yojana (PMKVY) or any
other similar Government skill development program, which would take place at
transnational standards. MSDE through NSDC proposes to establish customised
International Skill Centres to operationalise this initiative.
MEA’s role would be to support Pre-Departure Orientation Training
(PDOT), which will include language and soft skills training modules. Training
offered will also be backed by an internationally recognised assessment and
certification system.
